Controller, Boards and Evaluation do not do the work. They decide whether a run should continue, who owns it, and whether it was any good — before you pay for it.
Why it matters
You cannot quote what you cannot stop.
A fixed price only works if a bad run can be cut short. The runtime is what makes the quote safe: it predicts failure, kills the dead end, reroutes the work, and keeps every agent on the same board.

Signals from inside the model, read in the first 50 tokens.
Kill
The rest of a failing run is never generated.
Reroute
Another model finishes the job, and the price holds.
